LEGISLATION AFFECTING HUMAN SERVICE DELIVERY
Historical and current legislation affecting human service delivery
Historical changes in laws have had both positive and negative impacts on the
minorities. For instance, the Anti-Drug Abuse Act of 1986 appeared to unjustly target the
African Americans and the Hispanics and extend the longstanding stereotype that these two
groups are criminals and drug users (Mays, Johnson, Coles, Gellene & Cochran, 2013).
However, others such as the Hate Crimes Laws that have been enacted at the federal and state
levels have brought a reprieve to these minority groups as the laws sought to protect them
from abuse, discrimination, and other hate-related crimes in a nation where these crimes were
once legal (Shively & Mulford, 2007). With these laws, the lives of the minority groups and
the ways that human service professionals deliver their services have been affected
significantly. This paper will focus on the African American population and the effect of the
Hate Crimes Laws.
