Introduction.
According to a report by the Treatment Advocacy Centre, it hints that jails and prisons
have become America’s new asylum. This fact is grounded on the trend of more mentally ill
persons being held in prisons (Barr, 1999). Only a few people with mental illnesses make it to
psychiatric hospitals. Mental illness has negatively impacted correctional facilities since the jails
do not have the health care needed for example psychotropic medications. Mentally ill inmates
sometimes turn brutal thus influencing prison staff to inflict pain to control the prisoners.
