Introduction
Emergency management and response is an essential element in homeland security.
There are different kinds of emergencies that occur and affect communities, for example,
emergencies occur in forms such as technological, man-made or natural disasters. The kind of
response to emergencies influences the effect it has. The characteristics of a community
determines how it responds to emergencies. There are different factors that affect emergency
management efforts, for example, community resilience and factors such as preparedness,
mitigation and recovery for emergencies.
There are different agencies that play an important role in the management of
emergencies, for example, the Federal Emergency Management Agency (Bullock, Haddow &
Coppola, 2012). Over the recent years, there have been great efforts to improve emergency
management and response. There are opportunities and challenges in emergency management
that make it a serious issue. During emergencies, events, and incidents there is a great potential
for loss if there is no effective response. In emergency management, the concept of emergency
planning is important. Emergency planning involves preparation for future disasters or incidents.
Emergency management plans influence how different stakeholders respond in case of an
incident. During disasters, there are challenges in collaboration and communication.
Emergency management and response has evolved significantly over the years as Bullock,

Haddow & Coppola, (2012) show how development of the concept of homeland security has
influenced emergenc management.
Experience with different disasters has led to improvements in emergency management,
for example, because of preparedness (Xu et al. 2015). Emergency management departments
have a major role to play in designing response plans. The role of the community in emergency
response is an important area of interest in research (French, Fan & Stading, 2015). Different
governments have different disaster management policies. Over the years however, there has
been globalization that has led to collaboration in disaster response. Globalization in this case
involves increased partnership across borders.
The seriousness of natural disasters or even man-made hazards such as terrorist attacks
may be overwhelming to a country leading to the need for external support. Integration of
different activities is crucial in emergency management. Over the years, emergency management
has significantly evolved leading to new approaches, for example, increasing the role played by
members of the community in different phases of emergency management. Disasters are
dynamic events meaning that they are not all the same. Technological advancements have led to
issues such as alerts for members of the public. This study focuses on different aspects of the
community and how they influence emergency response.
Disaster management therefore requires collaborative efforts between the government
and communities. Strengthening of social infrastructure is therefore seen to be as important as
strengthening of physical infrastructure. According to Mauroner & Heudorfer (2016), shows how
social media has increasingly grown to play an important role in emergency management during

disasters. Mauroner & Heudorfer (2016) in addition show the important role played by volunteer
groups in the community in disaster preparation and response.
A cross-sectional survey by Xu et al (2015) examined the effect of community
preparedness on emergency management. The study links low levels of emergency preparedness
with poor knowledge and attitudes. Therefore, education and awareness programs have the
