Vision 2030 is the masterplan that governs the development of the Kingdom of Saudi
Arabia for the next 10 years. This ambitious plan aims to turn the Kingdom into the most
advanced country of its area in all fields. Among the fields that will be transformed is the field
of healthcare. Through the Saudi Ministry of Health (MOH), the leaders of the Kingdom plan
to revolutionize the delivery of healthcare for all citizens along with the capacity of the
country to face some of the most difficult healthcare crises.
The leadership of the Saudi Ministry of Health is the main entity fostering and
enforcing changes in the Kingdoms medical organization. The first way through which the
leadership of the Ministry of Health is bringing smooth change in the Kingdoms medical
organization is policymaking. This leadership is creating and modifying the laws and rules
governing how healthcare is delivered to the citizens of the Kingdom and how it is funded.
For instance, under Vision 30, around 60 percent of the basic healthcare must be free for all
citizens (Albejaidi, 2017). Regarding how the medical sector will fund its most significant
initiatives, the Ministry of Health is developing partnerships with local and international
public and private institutions to access wider sources of capital (Albejaidi, 2017). These new
sets of policies are intended to foster the delivery of quality healthcare and ensure that by
2030, the Kingdom will have an effective and sustainable healthcare system.
The second way through which the leadership of the Ministry of Health brings smooth
change is technology. The choice of technology as a transformational tool comes from some
social and demographic patterns. As highlighted by Albejaidi and Nair (2019), in Saudi
Arabia, the population is increasingly young and this young population accounts for more
than 45 percent of the Kingdoms valid human resources. Besides its young nature, the
population of Saudi Arabia is also well educated and is increasingly conversant with the latest
