Introduction
Technological change is the process of improving the existing technology in the
organization through invention and innovation. Better technology is incorporated into the
organization to meet shifts in the market. Through this, there is product efficiency leading to a
more increase in output. The process of technological changes goes to three stages that are the
invention stage, innovation stage, and diffusion stage. Technological changes are essential because
they improve efficiency, create new products, and grow the economy.
Despite all the advantages that technology changes bring, this process has its negative
impacts on the public organization. Management is the primary determinant of technological
changes. How it implements rules, regulations, and business structure is a critical influence in
technological change. Several factors lead to challenges faced by management in handling
technological changes in the public organization as stated by Jarvenpaa & Ives (1994).
Depart mentation
With the rise in technology and information system management, management has become
decentralized. This means that technical planning and implementation may not be applied in all
departments. This leads to a lack of invention hence causing duplication in departments, which
slows or impairs technological changes.
Organizational support
Advancement in technology requires support from employees and management. If the
organizational culture is against the invention, then no technological changes will be applied in
the organization
