Hello Ibrahim,

I agree with your idea that drug dependency is a major cause of homelessness not only in

Philadelphia but also in all parts of the United States and death among a lot of these individuals.

As you mentioned, this is due to drug dependency causes functional problems that lead to

underperformance at work. It is also true that it is linked to mental health issues. When it comes

to offering disaster and emergency services, managers are faced with the challenge of dealing

with such situations due to being inadequately prepared (Hawk & D’Onofrio, 2018). Due to

psychological issues facing these people, managers are not equipped to deal with such situations.

It is not easy to deal with people with mental issue and having the right training does a long way

in alleviating the situation.

I agree with you that chemical dependency makes delivering emergency services more

challenging due to pre-existing conditions such as poor health, withdrawal, and related disorders

related to opioids. Due to these conditions, they amplify the risks these individuals face. When it

comes to managers offering emergency services, the disruption of communication, and

inaccessibility of these individuals, coupled with the increasing number of those in need of help,

makes it challenging. It is also true treatment is difficult due to strict measures put in place to

control abuse of drugs used to treat substance abuse (Addiction center, 2018). Methadone and

morphine are drugs used to treat and manager opioid pain but are highly restricted making it

challenging for managers to leave such drugs in the hands of addicts since they can be misused
