Summer Crime Prevention Initiative
Executive Summary
Tucson, Arizona experiences an increased number of crimes during the summer months.
During the summer months when youths are not properly supervised during the day there has
been an increase in violent and nonviolent juvenile crime as well as a larger number of youths
joining gangs. The new public safety initiative program is designed to reduce nonviolent and
violent incidence in Tucson, Arizona. Due to the major increase in the number of violent crimes
occurring in the city the new crime prevention initiative will be designed to reduce violent crime
through focused prevention and targeted enforcement, identify and arrest criminal offenders,
provide criminal organizations with notice, provide rehabilitative and reentry services, and
conduct community outreach and youth initiatives.
Statement of Need
Since 2008 the crime problem in Tucson, Arizona has begun to spike especially in the
summer months. After conducting in depth research on the problem a crime trend begun to
emerge that showed that a majority of the crime being committed in the summer months was
being committed by youthful offenders. As a result of the increase in crime during the summer
months a large number of long term citizens are beginning to move out of the area and the
summer crime spike has caused financial damage to the cities tourist industry.
The result of the increased crime in the summer is that businesses are losing money because
consumers will not venture to areas where crime spikes in the summer months as well as losing
business from the tourist that used to visit the cities tourist attractions. The increase in crime has
caused long term residents to leave the area and has damaged the housing market because new
