Federalism for COVID-19, by Donald Kettl (available on Canvas). This is the same article that
was used for the previous assignment on the Federal response to COVID-19. Then, you will
reflect on the state and local response to COVID-19 by answering the questions below. DO

1. What were the arguments for allowing states to take the lead in the COVID-19 response,
according to the author? (3-5 sentences)
There were numerous reasons in favor of allowing the states to lead. First, the infection did not
manifest itself in a consistent manner. It first appeared in Washington State, then California, and
finally New York State, where it reappeared with a vengeance. The virus arrived much later in
certain states, particularly in the centre of the country. As the disease spread, it took on
unexpected patterns, striking both urban and rural hotspots, particularly near food processing
factories. It was quite difficult to come up with a single plan to try to stay front of these fast-
moving difficulties.
2. What do we mean when we say that states are “laboratories of democracy”? (3-5
sentences)
The concept that states could lead since they are "laboratories of democracy" has been around for
