Affordable Care Act in Florida
Since Florida implemented the Affordable Care Act in their state, they have led the
nation with the most people enrolled in the private insurance marketplace since 2016 (The
Affordable Care Act, n.d.). With over 2.5 million people enrolled in the state alone, the state has
ranked second after Texas in the number of people who are eligible for future Medicaid
expansion. As stated by the Center on Budget and Policy Priorities, if congress and the
administration would repeal the Affordable Care Act, this would leave over two million people
with a loss of coverage” (The Affordable Care Act, n.d.). This paper will explain both the
strengths and weaknesses of the Affordable Care Act in the state of Florida along with the
impacts that the program has on stakeholders, providers, and consumers alike.
The first noticeable strength of the Affordable Care Act in Florida relates to the premium
subsidies. In 2018, the premium subsidies of Florida’s exchange grew larger comparing the data
to 2017 (Division of Consumer Services, n.d.). Thus, increasing coverage to more enrollees
because of the affordability of the market plans. This is seen by how the cost of cost-sharing
reductions was now added to the silver plan premiums that the state uses while the subsidies are
based on keeping the subsidy costs of the lowest silver plan.
A weakness that the state of Florida residents feels is the week pre-existing condition
protections as well as the elimination of Florida’s modest restrictions relating to their short-term
plan coverages (The Affordable Care Act, n.d.). In 2019, the state of Florida enacted the s.322
legislation so that the population with pre-existing conditions would have access to some sort of
insurance plan by applying through the individual market. If the ACA were to revise or repeal.
However, it was amended to remove the state's existing limitations.
