The members settled to organize a national Executive with
intelligence to move into effect the national laws. They also agreed to
choose officials not otherwise brought for.
2. What issues did they disagree on?
Mr. Bedford did not agree on a term being as long as seven years. He
wanted the Committee to recognize what the consequences would be if
it were created. Mr. Wilson liked the idea, but he did not think it was
practical.
3. Can you find evidence of the debates between the small and large
population states? If so, what is that evidence?
