In August 2005, a massive devastating catastrophe hit the American soil in the state of
Louisiana and Mississippi. The calamity one of the worst to hit America, shattered communities
by causing a havoc that will leave a lasting impact in people’s lives for a long time. The most
devastating thing is the way responsible agencies reacted and responded to the calamity.
Confusion, delay and poor coordination marked the events that took place after Hurricane
Katrina in the affected. These type of sluggishness and poor approaches to such a calamity lead
to chaos, panic and further endangered the lives of innocent and already affected citizens of the
affected states. The kind of response and reaction that was experienced during that time renewed
the calls for a more prepared federal government to lead and coordinate such occurrences in
future. Clearly, a more organized, skilled, experienced and effective agency has to be formulated
to deal with such unfortunate occurrences because they have a likelihood of recurring again in
future. As a result of this, calls have been extended to relevant arms to formulate laws and
regulations that allows the active military involvement in such calamities and emergencies in
future (Tkacz, 2006). It has also been suggested that the president be given federal powers to
react and directly coordinate the military. The paper will review the inadequacy of the laws and
regulations emplaced for the Federal Government to support Domestic Emergencies, the lack of
understanding and training, hindered the military support the Federal Government provided to
the state of Louisiana during Hurricane Katrina.
Several laws have been formulated in the United States and many have been revoked in
equal measure. One of the oldest laws in the country with regard to the use of active military in
domestic policing is the Posse Comitatus Act of 1878 (Tkacz, 2006). The Act makes it a crime
for the military to be used for the services of domestic policing or police force in that matter.
