page 93 of the course text. For the prevention of motor vehicle injuries, how are
responsibilities assigned or delegated among the three levels of government (federal, state,
local) and among various agencies of those levels of government? Who is responsible for

Government and community recognition of the need for motor-vehicle safety prompted
initiation of programs by federal and state governments, academic institutions, community-
based organizations, and industry (Centers for Disease Control and Prevention 2011). The
growing need of concern for the public’s motor vehicle safety, by both the federal and state
government levels, prompted America with a need to delegate, operate, and regulate the
operation of such motor vehicles throughout the U.S. The National Highway Traffic Safety
Administration (NHTSA) and the Federal Highway Administration within the U.S.
Department of Transportation have provided national leadership for traffic and highway
safety efforts since the 1960s (Centers for Disease Control and Prevention 2011). State and
local governments work to enact geographic specific speeding limits, traffic lights, and motor
vehicle regulations. Federal governmental agencies, such as the Federal Highway
Administration, work to ensure that highways are safe and operable. State Departments of
Motor Vehicles handles the bulk of the administrative tasks like: regulating and distribution
of motor vehicle licensures, motor vehicle inspection and emission tests, and enforcing state
and federal laws concerning motor vehicle operation and procedures (Centers for Disease
Control and Prevention 2011). Community and local organizations also offer assistance with
motor vehicle safety, through a wide number of alternative methods. DUI schools and risk
assessment classes help state and federal agencies by educating the public about the dangers
of operating motor vehicles under the influence of alcohol or substance abuse.
