Introduction
There are two most important things in any country in the world. The two are
security and democracy which go hand in hand. Whenever any country compromises
its security, then its citizens are at risk. With information technology invention, a lot
has changed and sometimes the government can find itself censoring some
information not to water down the fruits of democracy but rather to protect people
against unforeseen risks.
Problem Statement
Censorship and safety measures go together and governments should balance
standards for human rights and the risk exposure to citizens.

To prevent its citizens from unnecessary risks and mass surveillance, many
governments have made efforts to safeguard the sovereignty of technology.
Practically this means that the providers for private service have to make their
services nationalized and this is all geared towards total control over the kind of the
information in the data storage (Gonzalez-Zapata & Heeks, 2015).
Many times, much reference is made towards human rights, particularly
privacy rights, which the government uses to shield itself when reverting to a state-
centric national security perspective. It is very much understandable whenever the
government starts to take control over the sensitive data but it is only after it
recognizes and legalizes the standards for human rights as it localizes information that
it will be considered legitimate.
