1. Is it possible for the U.S. Government to employ dual-use, all-hazards systems to
protect U.S. transportation systems and critical infrastructure? Provide an example of a dual-
use, security/safety system for both a transportation system and a component of critical
infrastructure that would address the risk of terrorism and other non-intentional hazards
(either man-made or natural).
The Government can employ dual-use systems that will protect our transportation systems
against a multitude of threats. With the use of these systems comes challenges due to the
multiple strategies regarding security. Our past shows us that we were not successful and
were slow to address many weaknesses. With technology advancements and dual-use
systems, the government can find ways to prevent natural and man-made threats (DHS,
2015) (Bullock, 2016). The Department of Homeland Security comprised of three crucial
policies directed to the management process, response plan, and preparedness goals which,
will determine the support of an all-hazards perspective. (DHS, 2015) The I-Step provides
services to all port, aviation, mass transit, intermodal, freight rail, highway and motor
carriers, and pipeline industries. The program collaborates with the government, emergency
responders and state and local law enforcement building partnerships to sustain and protect
travelers, and to enhance national resilience. As part of the I-Step program, all training
exercise information is shared and collaborated across all modes allowing teams to improve
where needed, which will reduce risk and sharpen nation risk reduction strategies. (TSA
,2012). Dual-use systems with regards to advancements in technology and research benefit
civilians as well as the military. Dual-use systems can include contributions from
neuroscience research and development use in asymmetric warfare, and to protect terroristic
threats here in the United States. Training both civilians and military personnel to use these
