The Public Employees' Retirement Law, this bill was proposed to create a retirement
system for all employees. Such that all its members would get multiple benefits from it,
including pension and other services that would serve one's benefits after retirement. These bills
generally implied multiple limiting features that affect retired employee benefits. The bill also
tried to limit the services one gets after retirement with limited reinstatement in the applicable
retirement system. This bill carried assembly bill number 672 Monahan (2015). This bill was
mainly created to make changes to the existing employee retirement bills. It seeks to limit
currently available retirement bills for public employees and enacting new changes necessary in
the currently adopted system.
The primary implication of the bill was mainly to benefit the employees upon retirement.
Also, ensure that their benefits are maximized in the system. For instance, the bill allowed a
retired person to get re-employed by a new employee without the need for reinstatement
provided that the person meets the minimum system requirements for employment. For instance,
the person should be below the mandatory retirement age.
Some of its tertiary concerns included the definition of some basic pension requirements
that one should meet for them to be authorized to avail of pension Aubry, & Crawford, (2017).
Such definitions stated that for one to be eligible to avail pension, one must have been in service
for ten years and above. Also, one is required to have attained the age of 58 years and above,
which is the minimum eligible age of attainment
