INTERNATIONAL TOURISM IN RUSSIA
RFAT was formed on 18

November 2004 as the institution that was responsible for
tourism affairs in the country. Although this body has mainly operated as an independent organ,
from 2008, it has operated under the Ministry of Sport, Tourism and Youth Policy. However,
this ministry has engaged, and been responsible for sports affairs, while RFAT is the only
institution that is responsible for the tourism industry in the country (Chen et al., 2009, p.11).
The following tasks are the core responsibilities or goals of RFAT regarding the tourism industry
in the country:
Ensuring that the institutions operating in the tourism industry of the country are working
towards realizing the state priorities in this sector.
Ensuring that they inform the tour operators, agencies, and tourists regarding the safety
and threat levels of the countries that their citizens will visit or go on holiday.
Promotion of the country’s tour products in the domestic and international market.
Cooperate and regularly interact with the other countries’ tourism institutions.
Ensure that they establish and operate foreign tourism offices, especially in the target
countries about the tourism industry (European, Asian, and North American countries).
Offering professional training for people working for the agency, and establishing
standards that will be adhered to by all personnel working in the tourism industry.
Offering support to the small and medium tourism enterprises in different regions of the
country, and also promoting their development (Elena & Tatiana, 2015, p. 187).
Protecting the rights and interests of the tourists in the country through ensuring that they
provide security especially in the favorite tourist destination sites.

It is important to point out that the responsibilities of RFAT are: to regulate the country’s
tourism industry, promote the tourism industry, and also provide the right security framework
both for the tourists who regularly visit the country, and Russian citizens who are traveling
abroad. It is the responsibility of RFAT to ensure that its citizens are aware of the security threats
in foreign countries to ensure their citizens safety when they are traveling abroad. For instance,
Egypt has traditionally been one of the favorite tourist destinations for the Russian citizens.
During the Arab Spring in 2011, Egypt was considered to be politically unstable and therefore
not safe for travel. RFAT were forced to declare the country as being unsafe for the Russian
citizens. This led to the Ministry of Foreign Affairs in the country to ban touristic visits by
Russian citizens to Egypt (Elena & Tatiana, 2015, p. 187). It has negatively affected the
Egyptian tourism as in 2011; there was a decrease of more than two times of tourists than was
the case in 2010. The result of this was that there was a 40 percent loss in revenue in the
Egyptian tourism sector.
The RFAT has one head and three deputy heads. To appoint the CEO, suggestions are
provided by the Ministry of Sport, Tourism, and Youth Policy, and the government selects an
individual from the nominated candidates. The head of this institution is accorded with the same
status as a vice or deputy minister of any ministry of Russia. There are five departments in this
agency that address different tourism issues in the country. These departments are:
The Department for Analysis and Organizing Hotels and Tourism activities- It analyzes
the tourism market, statistics, and also conducts regular research in this field of tourism.
It is also responsible for ensuring that the hotels and other tourist-related companies offer
high-quality services to both domestic and international tourists.
