Governments across the globe fund projects commonly referred to as 'prestige projects.'
An example of such a project is the Sochi Olympic. These projects are usually very costly, and in
the case of the Olympics, whether summer or winter, countries have to bid to get the opportunity
to host the event. Such projects should not be judged based on cost. There are many other factors
at play. The Sochi Olympics allowed Russia to make a comeback in the international stage
(Ostapenko, 2010).
Moreover, it is the only winter Olympics held in Russia. Some things cannot be
enumerated in terms of monetary value; that is why they are known as prestige projects.
Moreover, Russia being the host was the overall winner of the Sochi Olympics with 29 medals,
11 of which were gold while the USA was 4

with 28 medals, 9 of which were gold. The
motivation of the athletes and placing the country in the world map is another reason why such
government-funded projects should not be judged based on cost. Athletes competing in the
Olympics and other events should be comfortable even as they fulfill their patriotic duty of
representing their country on the global level.
Client satisfaction, adherence to budget, performance (functionality), and completing the
project on time define a project's success. Based on these, the Sochi Olympics was not a success.
The budget of the Sochi Olympics was 4.5 times higher at $55 billion. During bidding, the total
cost was estimated at $12 billion (MĂĽller, 2014). The Sochi Olympics, therefore, is the most
expensive. There was a lot of infrastructure build concerning the Sochi Olympics. Investors took
loans from the government, and they defaulted because there was no clear plan on how all the
hotels and other infrastructure would be used after the Olympic. Also, the venue needs
maintenance, and this is another burden that has to be footed by the Russian government. During
