QUALITY AND PERFORMANCE IMPROVEMENT IN HEALTH CARE
2
Quality is an important factor when discussing healthcare. When purchasing healthcare,
individuals typically base their decision off of quality of care when choosing healthcare plans.
Quality of care can be defined in a myriad of ways, depending on the healthcare providers.
Patients, third party payers, policy makers and other stakeholders (Buchbinder, 2017). Therefore,
it’s important that all parties of care are satisfied and feel as if they received the best care they
possibly can. Many healthcare organizations are aware of the low quality of care in the United
States, therefore, new healthcare strategies are being introduced to improve quality of care.
The main concern when discussing quality of care is whether things are done right and
are the right things done when providing care for a patient (Buchninder, 2017). A major issue in
the United States is the overuse, misuse and underuse of scare resources to improve the quality
of care for individuals (Buchbinder, 2017). Underuse occurs when healthcare personnel provides
a service for a patient whose benefit is greater than its risk (Buchbinder, 2017). Overuse occurs
when a service is provided to a patient where its risk outweighs its benefits (Buchbinder, 2017).
Misuse occurs when a service is provided improperly to a patient and complications reduce the
benefit to the patient (Buchbinder, 2017).
Over the years, many strategies have been implemented to help improve quality of care in
healthcare organizations. A management philosophy was created, known as the Shewhart cycle;
which encouraged worker participation in process changed and also focused on decision making
(Buchbinder, 2017). This strategy encouraged a standardized approach to quality improvement
(Buchbinder, 2017). Another strategy that was implement to improve quality of care is the
Baldrige Award Criteria (Buchbinder, 2017). This strategy was created to enhance U.S.
competitiveness in the international marketplace (Buchninder, 2017). The Baldridge Award
