For credentialing as an addiction counselor in the State of Florida one must have a
Master’s Level Certified Addiction Counselor (MCAP) certification through the State of Florida
Certification Board located in Tallahassee. According to the Florida Certification Board (FCB
2020), “Individuals holding the MCAP are a qualified professional under Chapter 397, Florida
Statutes. The MCAP credential meets the requirements for a Master’s Level CAP who may make
substance use disorder diagnosis in programs billed under Florida’s State Medicaid Plan.” The
MCAP allows credentialing for professionals to provide services to individuals with substance
use conditions. There are two other available avenues for addiction professionals available in
Florida which will be addressed later in the paper.
The Mission Statement of the Florida Certification Board is to protect the health, safety,
and welfare of the citizens of Florida. (FCB 2020). The Board recommends, improves and
develops programs for 30+ health and human services experts all while certifying more than
20,000 specialists throughout Florida. It oversees professionals in the mental health, child
welfare, addiction and health fields by verifying all members meet the proper education, training,
experience and testing criteria. It also oversees continuous progressions made by creating,
managing and monitoring certification programs. With the everchanging nature of the mental
health care profession, additional occupations are constantly added and assessed. They also
manage workforce development programs. In addition, they are establishing Political Action
Committee funds by actively participating in legislative advocacy and maintaining our partners
have their voices heard in the political process. (FCB 2020).
The Florida Board of Directors is made up of seven members within the state. The
Florida Certification Board operates two discipline-specific advisory councils: The Behavioral
Health Advisory Council (BHAC) and the Child Welfare Advisory Council (CWAC). The
