Executive Summary
There several locally available resources that cities like Houston can use when faced with
explosive bombing or an attack on the critical infrastructure of the City. The HSC and the DHS
developed 15 scenarios that can be effective incorporated with the FEMA Risk Matrix to offer an
informed course of action when faced with harsh conditions. By determining the level of risk, the
cities response agencies like the police, emergency service providers, and the cities concerned
bodies can coordinate to ensure limited misuse of the town’s available resources.
