Resources for Persons with Disabilities
Introduction
The current pandemic, COVID-19, has affected every nook and cranny of individuals’
lives. Over the past eight months, officials across the nation have imposed curfews, prohibited
large gatherings, and shuttered restaurants and bars in efforts to slow the spread of the virus,
which has infected over 2.3 million Americans and claimed the lives of over 209,000 Americans.
Trying to perform day-to-day tasks during a pandemic is difficult for the average person, but it is
especially difficult for persons with disabilities. For persons with disabilities, it is vitally
important to have multiple resources to compare because some facilities offer expensive and
ineffective services, whereas other facilities offer affordable and effective services. The Center
for Excellence in Disabilities (CED) a unit within West Virginia University (WVU) has
listed resources in its website that are helpful for disabled persons living in Morgantown, West
Virginia. This research draws largely from the information provided by the CED, and it discusses
the ten resources listed on the website, including WV Medicaid waiver and programs,
employment, mental health, advocacy, educational, social services, aging, community living,
children and family, and by type of disability.
WV Medicaid Waiver Programs
Of all the WV Medicaid Waiver Programs presented by WVU, the most significant is the
Intellectual/Developmental Disabilities Waiver (IDDW) program. This program provides
services that train, instruct, support, supervise, and help persons with developmental or
intellectual disabilities achieve the highest levels of self-sufficiency and independence. This
program also provides services in communities, homes, natural settings, workplaces, and shops
