1. It doesn’t seem practical that an H/VA would change much in a year—what do you do with
the information you get from looking at it again?
Although certain risks may remain constant over time, such as the chance of a shooting
occurring being relatively constant with consistent surrounding demographics, others may
change as time progresses. For example, structural integrity of buildings change over time, this
would cause an increase of hazard and vulnerability assessments each year. Also, environmental
factors change throughout the year, increasing the risk of damage via thunderstorms in the
summer, or blizzards in the winter. Therefore, some threats evolve over time, or perpetuate on a
cyclical basis, while others remain constant on the H/VA (Perry and Lindell, 2007).
Vulnerability is complex. It has several dimensions, is influenced by variables at various
levels, from local to global, and is dynamic as a result of these driving forces. Additionally, the
many circumstances that contribute to people's vulnerability are not always visible. Therefore,
assessing and measuring vulnerability should be a structured approach.
2. Why should LEMA risk communication programs be on-going?
For communicating information and ensuring that a risk mitigation choice is understood,
risk communication is essential. This understanding and information should allow stakeholders
to make an informed choice about how the decision will affect their interests and values.
Managers and team members may determine the possibility of a risk materializing and its
possible effects through communicating risks. It allows analysts to differentiate between risks
and hazards in a specific place. It also prepares the community to deal with the short- and long-
term implications of the threats and risk management strategies used.
