The Benefits of Private-Public Partnerships in Communities
Disasters can either be natural or man-made, nonetheless, both federal and state
governments must have emergency response and disaster management program in place. The
development of emergency response programs is intended to keep the communities safe and
this calls for a joint effort among the private and public sector in responding to disasters and
emergencies. Therefore, as the emergency manager, this written presentation enlightens the
city council on the benefits of private-public sector partnership in emergency response in the
community. With much emphasis put on the Dallas community Texas, U.S.A, this paper
presents the three key partnerships among the private, public, and non-profit sectors among the
Dallas community. Further sections explore the roles and responsibilities of the private sector
in homeland security, plus discussing how the private and public sectors can work together to
keep the Dallas community safe. The final section relates the private-public sector partnerships
to a prior or potential catastrophic event in the Dallas community, and describes in detail, how
such partnerships would benefit the response, recovery, and community resilience.
Three key partnerships among the public, private, and non-profit sectors
Emergency managers have come to appreciate the importance of partnerships in
emergency response. The three key partnerships among the public, private, and non-profit
sectors in Dallas Texas include; Dallas Emergency Response Team (DERT), the Texas
Department of Emergency Management TDEM, and FEMA under the DHS Dallas county.
DERT came into existence following the March 2000 F2 Tornado. It is a partnership between
the business heads in the city of Dallas and the city council. The F2 Tornado led to a loss of
five lives and loss of property worth over half a billion mainly due to incapable emergency
response measures. As a result, the private and public sectors agreed on a partnership to help
address future disasters. TDEM is a key partnership among local, state, and federal partnerships
to make Texas as a state more resilient to disasters. The state collaborates with private and non-
