Some Reasons Why Previous Health Reform Efforts failed
Before the Affordable Care Act (ACA), several healthcare reforms in the United States
failed. One of the failed healthcare reforms is the 1993 Clinton Health Security Act. For
healthcare reform to pass in the U.S., it has to be approved by Congress. In this case, the
Congress represents the people. Based on this argument, previous U.S. health reforms failed
because people were not ready for the reforms, which confused Congress (Navaro, 2017). The
people of the U.S. fail to accept the reforms when they do not understand what it entails. The
U.S. residents usually want the reform that will benefit them, but when they are misinformed,
they get confused that claiming not ready for it. This makes Congress fail to pass it. The other
reason why the Congress fails to pass the healthcare reforms is when the government experts
appear not to understand the reforms. The experts and professionals serve as the primary
determinants of enacting the public policies since they are the ones who convince the key
political actors, especially the Congress, to approve the reforms. Therefore, if these government
experts have not understood the reforms, they influence Congress not to pass it.
Why ACA at National Health Reform was Successful
The ACA was successful as a national health reform because it addressed all the
previously challenging issues to the U.S. For example, the ACA bridged the gap between the
whites in the U.S. and the minority groups such as the Hispanics and the Blacks. After the act
was adopted, the U.S.'s health disparities reduced, making the minority communities have easy
access to healthcare services. The act made the number of uninsured people to reduce, thus
gaining support at a national level, making it successful.
