Introduction
Procedural, tactical, administrative, and operational plans are part and parcel of informed
decision-making such as strategy implementation (Swanson et al., 2017). The concepts are
relevant in any field since they form a concrete ground for deciding on the relevant course of
action. For example, strategic planning is the top corporate management level aimed at
evaluating the financial health of a business or the entire organization. Tactical plans are
instrumental in achieving the long term goals while operational planning is tailored towards
managing and streamlining day to day business operations. The procedural, tactical,
administrative and operational plans are at the center stage of propelling an institution towards
attaining a unique competitive advantage since they are distinctive in nature.
Differences
Tactical planning is accomplished by the middle level managers (stakeholders) and the
plan takes one year or less to be fully accomplished (Swanson et al., 2017). There are many steps
of tactical planning and the necessary plans are required to implement a strategy such as
achieving the long term business goals, developing new product or improving how the police
officers discharge their professional duties and responsibilities. Operational planning is executed
by the low-level institutional managers and it takes a single day to be accomplished. An
operational plan entails few steps thus, the reason of it taking little time to be accomplished.
Operational plan is essential for daily management of business activities within an organization
such as the police department. Operational planning is the detailed process of linking strategic
goals to tactical goals and objectives. It is meant to address various operational risks such as
fraud, legal, environmental and failed internal processes.
