The repartimiento de mercancias was a forced system of trade. The Baskes argument is

where the Indians production on cochineal for trade activities was voluntary since it gave them the
required profit. The basic responsibility of repartimiento aimed at providing Mexico’s indigenous
products on credit, which could not have been achieved if they did not participate in the market
activities as they did it. Basing on the difficulties in the collection of debts on items provided on
credit, credit was only provided by crown agents. Alcaldes mayores was the only one who owned
the legal power required to recall for the payments. However, the Spanish leaders earned revenue
to repartimiento, since their market gains were not as beneficial as economically expected.
The repartimiento de mercancias as an enforced trade system because Baskes shows that
the Mexican Indians were more active in participating in the market than it was effectively
