AFFORDABLE HEALTH CARE ACT 2
Social problem and the policy
For many decades now, Michigan, predominantly Monroe County, the largest city in
Michigan State, has faced a growing drug abuse problem among its teenagers and middle-
aged adults. The Help Organization 2020 suggests that about 4. 6% of Michigan's County
population abuse alcohol at any time of the year, while around 1.6% persons from 16.73% of
its populace abuse drugs. McDermott states that a 2019 Monroe County Heroin task force
reported that approximately1100 people had overindulged on opioids while 159 of those died.
The state of Michigan has significantly recorded higher drug abuse, especially opioid use,
than the national rate (Center for Disease Control and Prevention, 2018). Consequently, the
most frequently abused drugs in Monroe County include opioids, heroin, marijuana, ecstasy
drugs, and alcohol (Kisonas, 2019). Cost implications limit access to proper medical care for
people with a drug abuse disorder in Monroe County (Bose et al., 2018). Following the
rampant drug abuse and addiction problem, implementation of an education program in
institutions, a drug campaign awareness movement, and increased surveillance by the police
force to arrest and prosecute illicit drug sellers, will aid in the reduction of Monroe's drug
abuse and addiction rates and improve safety and health.

outcomes. Accordingly, the data from 8,000 from participants ranging from teenagers aged
12 years old to 65 years old adults collected within the county demonstrated that drug abusers
were highly prevalent amongst teenagers, young and middle-aged adults. Further, the data
showed that those with the highest risk of abusing drugs and those addicted already lacked
