According to Mowshowitz (1997), the virtual organization concept generally refers to
the permanent or temporary assemblage of geographically dispersed groups, individuals, and
organizational units that are dependants on electronic linking for them to finish the process of
production. Therefore, a virtual organization is borderless because it is web-based, hence the
need for regulation due to ethical issues associated with webs, such as cybersecurity. This has
been addressed in Saudi Arabia's vision 2030. The country is aware of the ethical issues in
the virtual organization, has sought to address them in the vision 2030 by incorporating a
constructive program in the vision, called the Saudi Character Enrichment Program (SCEP).
The program aims to regulate ethical issues, such as cyberbullying, which is associated with
virtual organizations. The program also aims at instilling various ethical values, such as
patient to citizens of the country.
Vision 2030 in Saudi Arabia also aims to promote global sustainable development
goals, which is to responsible consumption and production, reduced inequalities, and
sustainable cities and communities. According to Grand and Wolf (2020), promoting these
goals, Saudi Arabia's vision 2030 will be regulating the operations of the virtual organization
hence curbing ethical issues, such as inequalities based on factors such as gender and age.
