Discuss the effectiveness of a drug court using a variety of theoretical perspectives.
The drug court was established because the traditional criminal justice model was not
successful in dealing with drug-abuse offenses. Although theory was not the primary driver in
developing the drug court model, some concepts in criminology have shaped the current drug
court. The most common theory in determining effectiveness is the goal theory (Ashkanasy,
Humphrey & Huy, 2017). The model is both simple and complex. In the simple form, it
describes effectiveness as the degree to which organizational objectives are achieved. The goal
model is also complex as it includes a framework of an organization’s effectiveness through goal
identification, measurement, and comparison of goals with a set standard. The main goal of drug
courts is a reduction of recidivism in drug abuse offenses (Nolan, 2017). Studies show that drug
courts lead to reduced recidivism, although the exact percentage is unclear. Another goal of drug
courts is the reduction of substance abuse. Research has found that because drug courts have
higher retention rates (60 percent) compared to other treatment facilities (35 percent), they are
more effective at reducing rates of substance abuse (Kaiser & Rhodes, 2019).

The system resource model differs greatly from the goal model as it does not assume that
all organizations have a goal and objective attainment is not a relevant consideration. This model
views effectiveness in terms of an organization’s ability to acquire resources it needs from the
environment (Ashkanasy, Humphrey & Huy, 2017). While the goal theory measures
effectiveness through output, the system resource model uses inputs as the main measure. The
consistuency theory views organizations as interconnected entities that are all working to achieve
their individual goals (Ashkanasy, Humphrey & Huy, 2017). This theory compares the
