A Question of Intent; Opening Battles
From David Kessler’s initial experience at FDA, I learnt that age should not be a limiting
factor, David Kessler was 39 years old when he was nominated to be a commissioner for Food
and Drug Administration (Kessler ,2002). Realized no matter the age we attain, we can still
achieve our dreams. I also learnt that giving up is not an option; David Kessler was determined
to solve all the crises that the agency was experiencing people discouragements.
The experiences that struck me at most was one where McWhorter, a Vietnam veteran at
the age of 44 who was healthy and was successful as a commercial real estate broker. He bought
a package of Sudafed to help in his sinus problem which had lasted for two weeks. He felt
lighted headed and the paramedics did not save his life, he passed on later on .This experience
struck me because the drugs being sold were unsafe for human consumption. The Sudafed had
cyanide on it causing deaths of many other people. It is saddening how a dispatch can cause such
massive death.
Organizational challenges experienced by FDA were many including the fact FDA did
not receive enough funds. The agency also had challenges with shortage o staff meaning they
were overwhelmed (Kessler ,2002). The Food and Drug Administration was also demoralized.
The management and budget office which was applied by White House in pursing dangerous and
aggressive deregulatory agenda had diluted the authority of FDA. Food and Drug Administration
was without essential enforcement powers hence it could not warrant witness, impose official
bans on questionable foods or drugs. Despite the Food and Drug Administration being founded
on the basis of science, politics had greatly interfered with it. When David Kessler was appointed
commissioner, Michael Calhoun wanted Kessler to be “encapsulated” hence during his

questioning by the senate committee, the department of Health and human service instead on
answering the questions for him. Kessler knew that it was his opinion that the senate wanted to
hear and no one else’s.
