In 1992, the U.S. Senate approved United Nations Framework Convention on Climate
change (UNFCCC, thus committing the U.S. to take environmental action. The UNFCCC laid
the foundation for future agreements (Stokes & Breetz, 2018). President Bush declared that the
U.S. was committed to champion the protection of the global environment. Additionally, Senator
Chuck Grassley introduced an Energy Policy Act supporting renewable wind and solar energy
production.
B. Three key U.S. Congressional legislative or U.S. Presidential initiatives related to
climate change and What became of them
i. In 1997, through Senator Sen. Chuck Hagel, the U.S. senate preempted the Kyoto
protocol cautioning America from entering into a binding international
environmental action policy. However, President Bill Clinton negotiated to adopt
the Kyoto protocol that established emission limits for developed countries
(Stokes & Breetz, 2018). The senate was reluctant to sign the motion since it
would have an undesirable impact on the U.S. economy.
ii. In 2001, President George W. Bush declared the U.S.’s intention to implement the
Kyoto protocol. The 108th congress discussed the bipartisan bill to reduce U.S.
greenhouse gas emissions (Stokes & Breetz, 2018). The debated bill was further
in the 109th and 110th Congress.
iii. In 2007, the U.S. Environmental Protection Agency (EPA) published a rule
requiring public reporting of greenhouse gas emissions from significant sources.
The self-reporting policy faced legal challenges. However, the policy led to a
