Justification of Quarantine Policy
In 2014 when Ebola was raging in parts of West Africa, a number of policies were
implemented to contain the spread of the disease to other parts of the world. In the United
States, there are some states that adopted a quarantine policy for individuals who had
travelled from the regions that recorded high numbers of Ebola cases. There are ethical
challenges that are associated by the policy of the state and federal government to impose the
quarantine policy on travelers. One of the ethical challenges is that the policy would violate
some of the rights and liberties of the affected persons without ever confirming whether or
not the persons have Ebola. Ideally, it would be desirable to have only persons who have
been confirmed to have Ebola being quarantine. In the present case, however, the quarantine
policy affected all the individuals who had come from the West Africa region without caring
whether or not they had Ebola.
The quarantine policy that was adopted was justifiable to the extent that it was aimed
at protecting the American population from being hit by the disease. Thus, while the
quarantine policy was going to violate the rights of the affected Americans, it was going to go
a long way in protecting Americans. The ethical theory of utilitarianism holds that an action
is right where it causes happiness to the majority and reducing harm (Russell, 2012). In the
present case, it is evident that the decision or policy to quarantine a few Americans who had
come from West Africa was going to cause pain and violate the rights of a few Americans,
but it was going to safeguard the health of a majority of Americans. To this extent, there is no
doubt the quarantine policy that was adopted by some states was not only justifiable but also
appropriate.
