Planning for Homeland Security and Emergency Management
Advanced training in Homeland security and emergency management ensures that
personnel can manage disasters and emergencies when they occur. Effective training ensures that
individuals can protect themselves, their families, and communities when a disaster occurs. One
way I would conduct training on homeland security and emergency management if my team is
not the lead agency in a homeland security environment is through simulations. According to
Alharthi et al. (2018), modeling and simulation are two effective training approaches and help
promote awareness and cooperation in real-life situations when disaster and emergencies occur.
Besides modeling and simulation, instructing emergency respondents on how to respond to
various issues is key to ensuring an effective emergency response. Alharthi et al. (2018) further
note that training should include tests of the proposed response operations in the forms of
emergency drills and exercise in appropriate settings.
The National Incident Management System (NIMS) and the Incident Command System
(ICS) are two essential concepts in emergency response and management. According to the
Federal Emergency Management Agency (FEMA) (n.d), NIMS is a framework intended to
streamline how agencies respond to emergencies when multiple jurisdictions are involved. On
the other hand, FEMA (n.d) notes that the ICS is a "field-level emergency response framework
that enables effective and efficient incident management by integrating facilities, equipment,
personnel, procedures, and communications operating within a common organizational
structure." Combined, both the NIMS and the ICS ensure that emergency response teams can
effectively coordinate and work together as a team to manage emergencies. Accomplishing this
would allow emergency response teams drawn from different jurisdictions to respond to
