Angeles Fire Department
STAKEHOLDER IDENTIFICATION AND ENGAGAEMENT
AUDIENCE
Public access defibrillator (PAD) program of Los Angeles fire department shall be
evaluated.
The defibrillators once used only by trained healthcare professionals including
physicians and EMTs are now transitioning towards defibrillators which can be used
by laymen with only a very basic level of training. Such defibrillators are
semi-automated and very easy to use and can be operated by a broad base of people
who can utilize them to save lives. The target audience is people of the North Angles
citizens which can be segmented as under

Operations of this program are run by:

Primary users of my evaluation will be:
Ralph M. Terrazas the Fire Chief of the Los Angeles Fire Department
(LAFD),
American Heart Association and the
American Red Cross.
PROCESS
Stakeholders will be taken on board for the evaluation. Stake holder segmentation
shall be done and information shall be gathered using interviews, surveys and analysis
of records.
DESCRIPTION OF PROGRAM
Defibrillators are devices which provide cardio version, a lifesaving maneuver which
can save life of a person undergoing life threatening arrhythmia. It gives electrical
shock which helps to stabilize or restore the normal heart rhythm and prevent it from
cardiac arrest. Although the staff of Los Angeles Fire Department (LFAD) is trained
in the use of all types of defibrillators, but this does not solve the problem of
community at large. Anyone can get a cardiac arrest or arrhythmia anywhere and in
such a case, benefit of using a defibrillator is extremely time bound. If defibrillation is
done within a few minutes of the cardiac arrest, life can be saved otherwise the person
may die before a trained personnel of the LFAD reaches the spot.
Technological advances have made possible the development of such a defibrillator
which is simple to use and can be used by people having only a very basic training of
its operation. This special defibrillator is termed as automated external defibrillator
(AED) and it is hoped that it will soon be in widespread use because of its simplicity
of use and its quality of being used by anyone with minimal training to save lives.
LAFD has launched a program to induct these AEDs to several locations at the Los
