The name of my agency is Saudi Red Crescent Authority (SRCA). The four segments of
Target Audience are:
1. Male pilgrims
2. Female pilgrims
3. Expatriate pilgrims
4. Saudi residents performing pilgrimage
The Five stakeholders are:
1. Minister of Hajj & Umrah, Dr. Mohammad Saleh bin Taher Benten.
2. Chairman, Saudi Red Crescent Society Dr. Mohammed bin Abdullah bin Abdul-Aziz

3. EMT technicians
4. Ambulance drivers

2. Using interviews, surveys, meetings, and focus groups, briefly describe how you will
gather needs, wants, barriers and supports from each of the three groups in question
one.
The first step in planning of a program is a through needs assessment. I will do the needs
assessment by obtaining information from the agency administration, target audience viz.
male pilgrims, female pilgrims, expatriate pilgrims and Saudi residents performing Hajj,
and stakeholders including the Minister of Hajj, Chairman SRCA, EMT Technicians,
ambulance drivers and rescuers in a step wise manner.
First of all, I will arrange interviews with the Minister of Hajj and Chairman SRCA
before which I will develop a semi-structured questionnaire in order to aid in asking the
relevant questions and recording them.
In the next step, I will hold meetings with pilgrims of the categories I have described
above. From the needs assessments of the point of view of the Minister Hajj and
Chairman SRCA, I will derive the arguments for my discussion with the pilgrims
regarding the most felt needs and shortcomings of the already present operations of
SRCA during Hajj. The meetings shall guide the development of a survey questionnaire
which I shall distribute among a chosen number of pilgrims to get evidence-based needs
assessment.
Finally, I will hold focus group discussions with representatives of all the stakeholders I
have already defined to converge at a conclusion regarding needs, wants, barriers and
supports from each of the group.
3. In looking at your target audience, list 4 each (total of 12) of their predisposing,
reinforcing and enabling factors and rank them in the 4-square matrix. Be sure to
identify if they are a P, R or E and positive or negative.

Goal of the program:
To reduce the mortality rate during pilgrimage by providing timely emergency medical
rescue and transport services to the nearest hospitals.
Objectives of the program:
1. Increase the technical expertise of rescuers in emergency resuscitation.
2. Improve the status of fleet and functioning of the ambulance of SRCA.
3. Decrease the time of ambulance reaching the spot of emergency.
4. Decrease the time of shifting patient to the nearest hospital.
5. List 5 persons of influence for this program in each category (formal. and informal)
