Substance abusers refers to those group of people who use drugs and other substances in a way
that may lead to harming of their health and those of others close to them. Within the states of
New York, an estimate of approximately 12% of its residents between the age 12 and above are
under the influence of substance abuse. The most commonly abused drugs includes the
following: heroin, and marijuana/cannabis. Problem gambling has greatly impacted one out of
ten youths in the area. There are many youth who are at a high risk of developing problem
gambling and may need timely treatment in order to avoid this condition. Problem gambling and
drug abuse have affected millions of other people including: children, spouses, and the larger
extended families. Therefore, the total cost to this society has been compounded by the later
consequences of addiction, which affects safety of the public in terms of health, welfare, and
education throughout the state. Drugs are very dangerous of people's lives to remain unregulated.
Therefore, the government should be carried out to prevent and minimize the rate of substance
use within the New York states. The government has the mandate to prohibit usage of certain
undoubtedly bad drugs such as heroin, and marijuana.
The U.S government has involved itself majorly in purchase of prescription drugs as it buy drugs
primarily on the behalf of the Medical Department. For example in the year 2000, the
government paid about 22 percent of all spending on prescription drugs into the country.
Government regulations that helps in curbing drug abuse involves designing insurance to
promote institutions that purchases drugs effectively, facilitate reliable information concerning
medical treatment, and by setting rules for decentralizing purchases of drugs on behalf of other
people who have insurance cover.
Some of the challenges that might prevent the research from meeting the needs of the target
population includes: how to come up with an appropriate procedure that can be used to address

the issue in order to meet the final results. Another obstacle is about how to assemble a research
team since no research can be carried out in a vacuum. A research team will be helpful in
offering the necessary support and enable easy identification of the population under research.
Finding your participant also contributes to one of the researchers obstacles in the field.
Sometimes, in the course of carrying out research, the biggest challenge can be associated with
internal maintenance and motivational spirit in order to keep on going despite obstacles in your
research and the pressures of work and intra personal commitments. Another obstacle is how to
deal with data collected from the targeted population. After carrying out the research, the final
challenge is understanding how to make sense of the collected data.
Some of the future trends and socials policy changes that might be necessary in order for the
population needs to be satisfied include: the government to set up rules and regulations that
prohibit importation of harmful drugs and those involved in such business to be heavily fined
according to the constitutions that speaks of the same. All imported products should be licensed
and allowed to be tested by the quality assurance bodies to determine their effectiveness before
they can be made available for use. The government should also implement banning of harmful
drugs that are illegal and impose penalties upon individuals who involves themselves trading of
illicit drugs. The U.S government should make treatment services available in order to
undermine drug markets and reduce the harms that are associated with drug abuse. This
treatment must be defined broadly and made accessible to all. The government must also prevent
abuse of drugs by investing more in American Youths and providing them with appropriate
information. This will keep the youths interested and get involved in every aspect of their lives.
The government to provide adequate training programs for these youths after school. The
