The resource allocation process is critically important to the functions, operations, and
success of large-scale organizations. From both the private and public sectors, the resource
allocation process provides a clear picture of the work that needs to be done and the necessary
scheduling, purchasing, and resource inventory necessary. Today, there is an ever-increasing
number of organizations competing with one another and attempting to gain a competitive edge
any way they can. With this, many organizations have found an effective resource allocation
strategy to play a vital role in obtaining this edge and directing the organization towards a
pathway of success. Depending on how big an organization is or the complexity of the service
product they provide, the coordination of resources involves managers, employees, and other
relevant stakeholders from throughout the supply chain. Problems can arise when resources are
not managed effectively, and improper planning or lack of coordination will lead to a significant
amount of downtime. For an organization to achieve its goals and objectives, it should utilize
various software, innovative techniques, or proper phasing of the resource process to ensure
adequate and timely delivery. To understand the resource allocation process more thoroughly,
this paper will evaluate the who, what, where, when, and why of the four main resource
allocation phases: PPBE, Enactment, Apportionment, and Execution.
PPBE
The Planning, Programming, Budgeting, and Execution process is unique to the
Department of Defense (DoD). PPBE’s purpose “is to identify mission needs” and match those
needs with the necessary requirements, while imposing those requirements into various budget
proposals (Defense Acquisition University, 2010). The planning phase is led by the Under
Secretary of Defense for Policy, while the Joint Chiefs of Staff (CJCS) is also significant. This
