In the past centuries, the residents of Makkah (present-day Saudi Arabia) have had the
duty to manage potentially dangerous situations such as congregations of religious mass. These
original occupants of Makkah tended to leave their homes to host entrant visitors of the holy
place of worship and distributed what they needed to make them comfortable. The idea of taking
care of the congregations developed the core of the Saudi Arabian kingdom's pioneering
emergency management plans. Arabian Peninsula entails a vast part of Contemporary Saudi
Arabia encountering many other uncertainties. The coverage comes from the religious functions
conducted in Saudi Arabia yearly (Hatke, 2020). It is of great significance to analyze the present
emergency management programs and essential to recall the past catastrophes and learn skills
from the emergency plan program. This analysis will prevent the kingdom from re-doing the
same mistakes, which will enhance the existing management plans and policies in Saudi Arabia.
It is concerning to learn that many emergency policies are either outdated, non-documentable, or
difficult to establish. This research analyzes the dangers and vulnerabilities in Saudi Arabia and
presents massive destructions in Saudi Arabian history. It describes the present casualty
management policies in the region and areas of improvement to mitigate and respond to the risks.
Terrorism
Terrorist attacks have reduced in recent years in Saudi Arabia. Foreigners and citizens
had coexisted for many decades, even before current Saudi Arabia was founded. These persons
interacted mostly in regions dominating the exchange of goods, such as near the red sea. This
region received business people from other countries such as Syria, Lebanon, Egypt and others
who socialized and exchanged goods with residents. With the rapid development of
