of CFF, we could understand how important for making a decision and how to be a good
decision-maker (make the appropriate decision) to face uncertain environments and
challenges.

Solution for the environment: Due to environmental influence, Beall needs to consider the
solution carefully for lead CFF to run continually. The characters of the environment are
complexity, rapid change, and uncertainly. Beall thinks about how to trade-off the consequence
and preparation alternatives to face problems.
The first suggestion: Beall suggested move CFF to Washington D.C. from Atlanta, or it does
not make sense. This suggestion shows his leader’s intuition. In individual decision making,
experience and judgment helped Beall make this decision. The work experience at NIH is
heavily influencing Beall to make decisions then bring CFF to succeed.
Step to professional management: Bella centralized manage local chapters, expanded
volunteer widely, and improved management professionally. Bella and management found the
solution to support CFF, the root problem of lack of money because their science was not good
enough, so they established the research centers. The first stage of decision-making is problem
identification. Bella and management identified the root problem then made a solution.
Centralization and control: CFF’s management realized the decentral organization was in a
messy condition. They decided to reorganize the organization to a centralization, take financial
power, human resource management, and operating policies back to the center. Running
