Introduction
Nippon Tele Communications (NTC) identified a business opportunity in the
recent technology advancements in Japan related to broadband availability. The opportunity was
to increase Voice over Internet Protocol (VoIP) thus creating a larger customer base and
revenues for NTC. NTC selected American Tower Corporation (ATC), an American company,
to provide the necessary information technology (IT) to handle the upgrade top the existing
network. Infosys Japan felt they had an opportunity to contract for the modifications and
enhancement for NTC. Infosys sales manager, Tanaka-san, visited NTC to affirm that they could
bid on the upgrades. Tanaka-san was told that NTC head of IT had chosen another company,
Nippon Information System Processing (NISP), and was in the Request for Proposal (RFP) phase
to perform required system modifications of the ATC protocols to bring them into conformance
with Japans existing system. However, the expected RFP had not arrived at NTC.
Continuing Issues
The way leaders if Multi-National Corporations (MNCs) negotiate the varied aspects of
trade deals with other nations is impacted by whether or not there exist bi-lateral trade
agreements and the extent to which they bring certain agreement to the negotiating table.
The India-Japan Comprehensive Economic Partnership Agreement (India-Japan EPA)
was signed on 2011-08-14 and Notification to the World Trade Organization (WTO) was
provided at GATT (General Agreement on Tariffs and Trade) and to GATSV (General
Agreement on Trade and Services) on 2011-09-14. (Asia Regional Integration Center (ARIC),
2019/2020); (Kalirajan & Bhattacharya, 2007/09). Different Free Trade Agreements (FTA) have
pushed countries to enter into more bilateral agreements and fewer multilateral Agreements that
