Socialization refers to the process by which people are inducted into a subculture
of employment. This process may contain good access to the unwritten rules and
regulations accepted within the job and lead to maintaining a system that has
been successful within a certain company. On the other side, socialization may
lead to the passing on of negative behavior that has, over time, developed into
unethical and possibly illegal, behaviors that is ingrained in a system. According
to the information uncovered in the CVPD studies, it seems that the latter is true.
Policing is considered a dangerous job. While true in some cases, it is not
necessarily true for all police activities. Within CVPD there seems to be a culture
of required loyalty to supervisory personnel, an abuse of power by supervisory
personnel and the use of coercive power to control members of the organization.
New recruits are pressured to assimilate with the status quo of the department
and are punished if they do not follow that path. The dangerous nature of the
work itself fosters an attitude among officers that they must watch out for each
other in the streets and must maintain a good relationship with supervisory
personnel. This is a blueprint for dissatisfaction and low morale.
Many, if not most recruits enter the police force to do good and help the
community. They start out with high morale and the intention to act ethically in all
things. This is often short-lived because the problem starts in the academy.
Police academies and the training they provide, are based upon a paramilitary
model. This structure, like the military training structure, is based upon breaking
down the recruit, and rebuilding them in the desired mold. This is reinforced by
the barracks mentality, tactics which include uniforms, ranks, inspections, drilling,
etc. It is here that the attitude of obeying ranking officers and loyalty to the
organization are paramount. This is the first step in laying the foundation for
turning away from ethical behavior in favor of the hierarchy.
The next step, after graduation, is the socialization process experienced within
the initial training at the CVPD. This is where loyalty to ranking officers and an

attitude of us versus them can take root. These socialization processes can
begin to sow the seed of doubt in recruits, that their original purpose for becoming
police officers does not match the reality they are experiencing. This leads to job
dissatisfaction, low morale, and a beginning of the failure of the department to
pursue its stated goals. The actions by police at CVPD, are witnessed by the
public and the resultant lack of trust and the feeling that law enforcement is fair, is
the fallout. It must be said that not all socialization in the police subculture is
negative. There are numerous on the job training activities that enhance safety
and efficacy of police work. Crowd control techniques, crisis management and
tools to diffuse potential deadly situations all fall in this category. It also must be
said that the great majority of police officers are ethical and moral individuals that
would chose to return to the days when police officers had the reputation for
helping the public and could relied upon to stand between victims and
perpetrators.
No societal institution so critically links citizens to government like policing.” (Malmin
2012). Understanding the link between police, society and the government is critical to
assessing how to reform CVPD with regard to altered socialization policies. If police and
government are viewed by the public as synonymous, then the issues that are causing
a basic mistrust of government, can be associated with the problems at CVPD. Polls
show that many people, without regard to political affiliation, distrust government.
(Monmouth 2018). The Monmouth Poll deals with national issues, but those are the
same issues that drive public mistrust in unelected officials including CVPD. These
issues are illegal use of power, no oversight of unelected official’s actions, internal
policing of complaints and a culture of corruption that allows unethical behavior.
Potential recruits are aware of these perceptions, and in the case of CVPD
realities, that they would face should they chose to seek employment at CVPD.
The first line of defense to eliminate the negative socializations with the
department is to clean house of all officers engaging in unethical or immoral
activities both on and off the job. This would require a replacement of the top
cop with a proven transformational leader with the authority to remove any
officer. This would lead to problems with union representatives and some
supervisory personnel but is worth the effort. Only when the subculture is radically
changed can change department wide come to fruition.
As stated earlier, a change in police academy training should accompany this
shakeup in the department. The old school ways of training officers must be
superseded by a program stressing more ethical training, psychological training,
stress management techniques, open door policies and more focus on
educational activities and community outreach. CVPD must rebuild its
socialization procedures to put the highest price on honesty and ethical behavior
above all.
