Khalil’s article concerns restrictions imposed by the Senate that limit how journalists
obtain and disseminate information to the public. Traditionally, congressional press corps
approached senators as they emerged or walked through the hallways and asked them questions
concerning proceedings at the Senate. Then, the journalists presented their findings to the public
to facilitate the free flow of information, which is essential for the excellent functioning of the
country. However, the press corps can no longer ask senators questions following the
establishment of new rules by the Senate. To implement these rules, the Sergeant of Arms has
increased the number of police officers outside Senate chambers whose role is to prevent
reporters from interviewing senators. These new restrictions prevented reporters from obtaining
information concerning president Trump’s impeachment investigations. Arguably, these
restrictions conflict with the First Amendment that prohibits Congress from denying Americans
their freedom of expression. By prohibiting senators from communicating freely with the press,
Congress directly counteracts the constitution’s duty to guarantee freedom of speech for all
Americans.
