Average Miss Penalty (AMP) = 60 nanoseconds to load

cost.
Miss Rate (MR) = 0.95 success rate - 1 = 0.05 miss rate.
Average Memory Access Time (AMAT) = H + MR * AMP =
20 + ( 60 * 0.05 ) = 20 + 3 = 23 nanoseconds.
