After reading the scenario Dalman and Lei can create the missing section of employee handbook
by utilizing the four step control process could be implemented to correct the problem of
misreporting hours.
SETTING PERFORMANCE STANDARDS
I would advocate re-writing the entire employee handbook and reviewing the contents
completely. If the mandate regarding time sheets isn’t in the current handbook, what else could
be missing? By rewriting the employee handbook, Sandwich Blitz could first establish the basic
mission, vision and goals of the company. That would be the stepping off point for the rest of
the document. From there, the performance standards could be established, such as what
employees are considered part-time, full-time and management. Other standards could also
include position based titles and responsibilities in order to present some sort of hierarchy within
the organization. In regards to salary, since most employees are normally considered hourly
employees who have to “punch in and punch out”, those basic standards could be set as well,
defining who plays what role in the organization. Finally, rules regarding when employees could
punch in and punch out could also be established, hopefully avoiding another situation like the
one facing Lei in this exercise.
Other performance standards that could be worked into the new manual could include training
requirements for new hires, guidelines for performance reviews and if those reviews were to be
incentive based for further promotion within the company.
Finally, I would encourage Lei to hire an outside professional (i.e. legal counsel) in the area of
human resources management to consult with her regarding the new handbook. Having a fresh
set of eyes look at and re-write the handbook allows for an unbiased approach to the changes that
need to take place at Sandwich Blitz.
MEASURING PERFORMANCE
When it comes to measuring performance, that phrase can mean multiple things in the area of a
control process. You can measure employee performance, citing performance reviews as a way
to determine whether a staff person would be qualified for promotion, or whether they would
need additional training in a certain area. However, in a service industry like Sandwich Blitz,
measuring performance could also be surrounding new product roll outs, or how many people
need to be on a particular shift due to time of day, etc. Both need to be addressed in the
employee handbook and by the on site manager during shift to shift meetings with employees,
with clear goals and outcomes for the employees as well as members of management.
