In an effort to modify the outrage that was the American healthcare culture prior to 1986, significant efforts and resources were directed towards transforming the health sector, halting these atrocities against humanity as well as achieving global health. The enactment of the Emergency Medical Treatment and Active Labor Act was among the first enforcement efforts directed towards tackling the problem of patient dumping that denied uninsured, poor patients emergency treatment. This regulation posed an unfunded mandate that requires healthcare institutions to provide screening and immediate medical examination to any individual requiring emergency treatment.
