1. Why is there a need for proper relationships between the police and the
community? What are the advantages and disadvantages of this
understanding?
2. Identify at least two different communities outlined in Ch. 9 and describe the
relationship of the police to these communities.
3. Identify at least two different population groups outlined in Ch. 9 and describe
the relationship of the police to these populations.
1. The need for good relations between the police and the community are
important because the police need to be a part of the community, and not
viewed as any kind of military presence or occupying force. Acceptance of
the police in a community allows those in the community to understand the
challenges the police face each day in their duties and protection of the
community.
The community gains an understanding of the police needing the people
to stand beside them in keeping peace in their community, and without the
cooperation of the people in the community, the job of the police would be
much more difficult.

2. Minority communities represent one of the most tension related areas the
police must serve. The relationship of the police to a minority community
must be representative of the community they are policing. In any
multicultural community, the people feel more accepting of the police if the
police represent them.
Aggressive strategies, hiring practices, community programs for officers,
and citizens feeling the police are an integral part of the community
creates a better relationship and trust for the police.
The relationship of the police with such communities, although tense at
times, can be repaired through understanding, the proper strategies and
working toward a greater degree of representation within the department.
The Hispanic population is another point the police must represent more
than they are presently. Similarly, as with any minority community, a
tension between the population and the police normally exists. The
relationship of the police in the Hispanic community is one of healing
because of substantial discrimination in the past.
3. Women as a population group have a special relationship with the police.
Although discrimination in the past has created bad feelings and mistrust,
the relationship between women and the police has improved, as women
become more a part of the police department, including being officers.

With addition of policy and procedures due to the presence of women in
the police department, the relationship between women and the police has
improved greatly. This has also allowed the police to be more sensitive to
the nature of many crimes related to women.
The gay community is another population group the police have come to
have a better relationship with, and understanding. Through programs
promoting the teaching and investigation of bias, and the creation of
special units to handle such crimes, the gay community has come to trust
the police more than in the past, and the police have developed a better
relationship with that community.
Trust between the gay community and the police have drastically
improved from what it was, and the programs initiated to combat bias or
hate crimes is largely responsible, along with sensitivity training and
understanding of the lifestyles of others.
