Child maltreatment/abuse continues to be a considerable social problem in the United
States and the world at large. The confirmed fatalities from child abuse have increased both in
number and prevalence over the last five years. Child abuse is considered an act or failure to act
by a parent or guardian that puts a child in imminent danger of serious risk of injury. Child abuse
includes emotional, physical or psychological, sexual abuse, and neglect. Physical abuse is the
infliction of physical injury, either from burning, kicking, or punching a child. Child neglect is
the inability to offer a basic child's need. Emotional abuse includes actions like being inattentive
to the affection needs or not providing psychological care. Fondling of a child's genitals, rape,
intercourse, sodomy, and commercial exploitation are all examples of sexual abuse. Added to the
physical harms, abused children are prone to suffer intense emotional damage and can have
severe social issues like school struggles, juvenile delinquency, and drug abuse (Zeanah &
Humphreys, 2018).
Child neglect and abuse are preventable, and there are strategies for reducing the burdens
on both the child and the community. As a result, proponents in the public health sector, local
leaders, and legislators are implementing effective strategies to prevent child maltreatment and
neglect. The purpose of these policies is to protect children from exposure to harm and child
abuse. The Child Abuse Prevention and Treatment Act (CAPTA), enacted in 1974, was one of
the key federal laws and policies aimed at addressing child abuse and neglect issues (Bross &
Krugman, 2020). The act required the use of funds for state programs for child protective
intervention in cases of suspected abuse or neglect. CAPTA set eighteen as the age that states
had to ensure that child abuse and neglect cases had to be reported. Since 1974, this federal act
has been the basic law that directly relates to funding for the improved identification and
intervention in child maltreatment cases and neglect. Another act ratified in 1990 was the
