BACKGROUND INFORMATION
The act of claiming control over a particular territory in a cooperative society by a
group or brand of associates or members who have a clear leadership either jointly or
independently based on a violent or prohibited behavior. Mainly Central Americans are
considered the victims of MS-13 where several are well-thought-out to be minors.
Several of suspects arrested for killings credited to MS-13 are made of minors. The
adamancy of most school districts getting migrants from Central America was not willing
to admit teenagers who were unaccompanied as they came from Central America, that
left them home on their own and at risk of being recruited by gangs which were
habitually through forcing. In El Salvador, the recruitment of children was usually done
as they were traveling to church, school, and work. Youths are believed to be notorious
for their viciousness including cultural and moral code grounding on the reason they are
arrested since they are usually overwhelmed into some gang during incarceration based
on merciless retribution (Watkins, 2007). A ritual branded as a "beat-in is adopted as an
initiation to join the gang where contenders are beaten for 13 seconds.
Mara Salvatrucha, commonly recognized and branded as MS-13, is identified as a
globally criminal gang which started during the period of the 1970s and 1980s in Los
Angeles, California. The term ‘mara’ adopted in Central America means gang, the word
‘salva’ referred to El Salvador and ‘trucha’ is jargoned for clever. Historically the term
Salvatrucha described the guerilla fighters who were a group of peasants. The gang
