Dear Mr. Bobby,
We have received your written victim impact statement in which you expressed you
emotional, financial, and physical loss as a result of drunken driving crash. We appreciate you
effort, as this is a way of making you voice be heard. This also acts as a therapeutic process for
you. This is because you are able to express your feelings and grief with clarity and it helps us in
embracing and understanding your sorrow and anguish.
We regret to inform you that our criminal justice programs do not handle impaired
driving cases. Our programs deal with victims of community crimes such as assault, theft,
domestic violence, and other forms of crimes. We deal in compensation, safety planning,
counseling, and information dissemination to victims of earlier outlined crimes. We generally
deal with community crime related programs.
We recognize that impaired driving is a serious problem in Ontario. Impaired driving is
the act of operating a car while under the influence of drugs or alcohol. The degree of the mental
and motor skills is also impaired. This offense is illegal and punishable under the criminal code
of Canada. Section 253(1) (a) of this code makes it illegal to operate any vessel under drugs or
alcohol. Section 253(1) (b) makes it illegal to operate a vessel when one’s blood alcohol
concentration is excess of 0.08 percent.

There are organizations which could be of help to you that handle impaired driving cases.
You can visit the Ontario community council on impaired driving. They run programs and
increase awareness on impaired driving. Mothers against drunk driving are also an organization
that handles impaired drinking cases. They have a campaign called campaign 911 in which you
can report suspected impaired driving.

Residents of Ottawa have been witnessing and experiencing an increase in home invasion
crimes. Many residents confuse home invasion and burglary. Home invasion is the illegal and
forceful entry to private dwelling that is occupied with the intent to commit a crime against the
occupants’. These crimes include rape, murder, kidnapping, or robbery. Many residents are
terrified of this escalating crime, and are always on the lookout. They are nervous and always
locking their doors.
Gatineau police is investigating a home invasion case in which a couple were robbed and
injured. The couple is in hospital suffering from minor injuries and shock. Home invasions result
