Century President Clinton started the race
Initiative. On Feb 4
th
1997 President Clinton in a nation - wide address had claimed that the
American example of leadership grew through the examples of the leaders. America being a
diverse country could not grow if the differences in the various communities could be resolved
so that the entire American society could work together for a better America. This could not be
bought by money. It could not be delivered with power or with technology. The own path was the
human spirit.
The Race Initiative: The country was going through a period of discrimination and
racism which were having adverse effects on the democratic freedom and the civil rights of
ethnic minorities in America. It was a time when the Ku Klux clan had resurfaced and indulged
in the ritualistic killing of human beings who were not of white origin. As a result people were
disappearing or found dead on a crucifix.
On June 12
th
1997 President Clinton announces the race Initiative for the benefit and the
betterment of the American society. Racial discrimination as at the peak levels and it became a
Federal concern. The race Initiative that the President announced clearly showed that the goals of
the Race Initiative were:
To carry out the unification of the American society by stopping racial
discrimination
To educate the society about the real facts of the different races in the country
To create communication channels to talk, negotiate and remove the obstacles
that were proving to hinder the progress of the country by working through
the difficult issues of racism
To find ethnic leadership and recruit them to bolster the process of dialogue
and close the racial gap

To work together on the real issues of racism to resolve and find solution to
the economic, education, financial, judicial and crime related activities that
had hindered the progress of the nation
The goals were to be achieved through research, study, dialogue and active participation
of all races represented in the American community. Having started the race Initiative process,
President Clinton also appointed a 7 member Advisory Board. The board comprised of:
John Hope Franklin a law Professor from Duke University law School
William F Winter who was then the Governor of Mississippi
Linda Chavez- Thompson who was the first non white American Vice
President of AFL-CIO
Robert Thomas who is presently the CEO of Nissan Motors in USA
Angela E Oh who is a lawyer with a private practice in Los Angeles
Suzanne D Johnson Cook the first white female Chaplain of the New York
City Police Department
Thomas H Kean who is the President of University but at the time of his
appointment he was the Republican party Governor of New Jersey
This board was independent of the Civil Rights Commission who had broader
responsibilities and was permanent the Advisory Board was a short term board to bolster
enduring solutions for racial reconciliation in the country. Conflict arose between the
responsibilities of the Civil Rights Commission and the Advisory Board. Over the years after the
second term of President Clinton expired the budget of the Board was cut down, the powers were
reduced and the commission could no longer function independently.
Role of the FBI: To support and assist the race Initiative the FBI undertook the Cold case
Initiative by which the FBI was able to deter hate crimes and reduce the number of racially
motivated killings by taking immediate action on the perpetrators and reaching the real kingpins
who gave the orders. In their efforts to provide support, more than 60 % of the 108 racial killings

have been solved while the criminals have been identified in the rest. Some have been referred
back to the Sate Prosecution while the others are being investigated directly by the FBI. To
support the efforts that were being made the continuity of the process has not been stopped with
the judiciary firmly backing the race Initiative actions and the FBI’s Cold Case Initiative actions.
Impact of the Initiative: There have been some positive impacts and some negative
impacts. While partnering has been initiated with ethnic organization and colored organization to
improve and address the concerns that have been voiced, in schools and colleges as well as on
the streets most of the students and the street people have to face the racial discrimination and
the bullying. Even though the racially motivated crimes have reduced the crime rate has not
reduced. Proof lies behind the prison walls where most of the prison population is African
Americans or Latin American.
The dropout rates from school and high school are mostly from the African American
community and the Latin American community. White students’ drop out percentage in America
is 27%.
The positive effects of the Initiative can be seen with most of the ethnic communities
taking a greater interest in national and state issues and participating in them. The support and
the efforts that are being made to improve the earnings of the communities is being used by the
racial communities and it has opened the doors to fairly equal opportunities and equal rights for
all citizens. The graduate colleges and universities have large number of ethnic minorities from
the African American community in Harvard, Yale and the government funded universities at a
time when the cost of a college education is a dream for many students because of the
affordability question and the inclination to take a students’ loan that will keep them burdened or
the greater part of their lives.
